Planning & Construction Staffing Update
Greetings FM Team,
I’m reaching out today to share an update regarding recent organizational changes that affect our capital budgeting responsibilities and team structure within the Planning & Construction unit.
With the retirement of Arshad Mughal at the end of June, oversight of UMD’s capital budgeting process has transitioned to the Facilities Planning unit, and Kris Phillips, Director of Facilities Planning, now leads this function. Kris brings years of planning expertise and deep institutional knowledge to this role. His strategic leadership will help ensure UMD’s capital projects continue to align with the goals of the Campus Facilities Plan.
In his new role, Kris will coordinate the preparation and submission of capital project requests to the University System of Maryland and the Maryland Department of Budget and Management, working closely with campus partners to support strategic planning and development. With his extensive experience in facilities planning, Kris is a natural fit to carry this work forward.
In addition, Arshad’s team—including our estimating and financial tracking staff—now reports to Al-Nisa Aduw in her new role as Associate Director, Facilities Operations and Project Controls.
