Sept. 23, 2025: Notice: Suspension of Duty-Free De Minimis Regulation for International Shipments

Effective August 29, 2025, the Federal government suspended the duty-free de minimis
regulation governing international shipments. This change will affect members of the university
community who receive equipment, materials, or supplies from foreign suppliers.

Impact of the Change

• All incoming shipments—except those entering the U.S. through the international postal network—will now be subject to applicable duties, taxes, fees, and charges.
• International shipments may face longer processing times at customs.
• Items that previously entered the U.S. duty-free may now be assessed tariffs, duties, or additional handling charges. These costs may be billed directly to the recipient before delivery is released.

Recommendations for the Campus Community

1. Source domestically whenever possible to minimize delays and additional expenses.
2. Plan ahead, allowing extended lead time when ordering equipment, textbooks, research materials, or supplies from international vendors.
3. Anticipate potential costs, as carriers or customs officials may assess charges before release.
