- Customers may elect to hire consultants to prepare a program, study, or concept design and cost estimate prior to seeking FC approval.
- Planning and Construction obtains Provost Office input and approval for all projects involving teaching facilities and facilities actions that may affect teaching facilities.
- Program changes must be approved by the Provost or appropriate Vice President.
- Budget increases that require FC funds must be approved by FC.
- The USMO Vice Chancellor for Administration and Finance may approve cash-funded budget increases that exceed the BOR approved amount by 10% or $1,000,000, whichever is less. The USMO Chancellor may, at his or her discretion, approve cash-funded expenditures that exceed the BOR approved amount by 20% or $5,000,000, whichever is less. The BOR must approve cash-funded increases that exceed these thresholds.
